The liner is the continuous surface inside your flue. It contains heat and combustion gases so they never reach the surrounding masonry and framing, gives the flue the correct diameter for the appliance so it drafts properly, and protects the brick from the acidic byproducts of combustion.
In Dallas the relining question is usually about sizing rather than decay. You cannot see a failed or mis-sized liner from the room, and that is exactly the problem. A cracked tile is a gap where combustion gases reach masonry and framing. An oversized flue is subtler still — everything looks fine, the fire lights, and meanwhile exhaust is cooling on the way up and condensing on the liner walls. Neither announces itself until it does.
